The carter thermoquad on our crew cab with 383 likes to whistle when you rev it up. At an idle there is no whistling. I first thought it was a vacuum leak but I checked all the lines and no holes or cracks. I took the air cleaner off and found the noise sounded like it was coming from the primaries

It's been a while, but as I recall a problem on some TQ's was warpage of the phenolic body section due to excess heat. Don't know if that can cause whistling as you describe. I would check the fit of carb top to plastic body, and the gasket, see if you can see where the gasket isn't printing the body/cover part's impressions.
