I like your ideas but it would require manual intervention by the forum moderators for every ad posted. I'm not really interested in taking this on, but do we have any volunteers?

As far as pruning the old messages, that can be done in a bulk manner from the administrator portal. I can take care of doing that every 30 or 60 days. Originally, MoparNorm was relying on the owner to notify us when a post was no longer needed, but that very rarely happened.
