It's actually a voltage regulator, so you might see a fluctuation in voltage, especially if your using a digital multi meter or the fact that it might be on it's way out.
The old original regulators were a mechanical switch, unlike the newer solid state units, which would not show a pulsing or fluctuation in voltage.
