In my experience the big difference is in websites themselves, thanks to resource hogging graphics for advertising vendors. They're too dim to figure out that all the glitz & sparkles & dancing bimbos causes 25% of their first time viewers to kiss them goodbye for good, and irrittes the hell out of other viewers regardless of connection!
