Cooling Question...

After putting the new heads on last weekend on my '62 W100 (with a newly rebuilt poly 318) it is still heating up too much. The motor was put in right at a year ago and still cannot keep it cool. I've put about 5000 miles on it and am tired of dealing with it heating up and spitting out coolant.
Here's what I've done so far and nothing has really worked:
-New heads and gaskets (old metal gaskets had evidence of weeping into water jackets)
-new thermostat (the old one was sticky)
-no thermostat
-2 holes (3/16) in thermostat (160 degree)
-new radiator flushed/cleaned out again
-new water pump
I don't know if there is something stuck in the block limiting water flow or what..? It doesn't seem to be spitting out as much coolant now but still quickly heats up to the 2/3 line after about 20 minutes on the freeway or pushing it up a little grade for a few minutes.
Any input would be appreciated.
