The forum default time is the server time, which is in the Central Time Zone. Turns out the the default settings for time are relative to the server timezone so for the default time to display Eastern Timezone I changed the setting to 1 (1 hr ahead of CST). And just to add to the confusion, users can set their timezone in terms of the actual timezone name instead of the offset from the server, actually this is much better.
I'm poor at math, so I just changed my personal settings from the default time (eastern) to Pacific Daylight.....= )
