Kyle, I think someone at the tag office is giving you wrong information. Ga started issuing titles in 1963 and you can still get a title transferred for any car that originally had one, assuming that the seller has a title. They will discourage you from transferring a title for a vehicle over 25 years old but will do it if you insist. My 69 Dodge truck had been through four owners, all registered but no title transferred. I got in touch with the last title holder and had him fill out the proper form, an MV1, and got the title transferred to me. Since you have a title you should be able to get it transferred but will have to pay the transfer fee plus a late penalty.

They won't issue a title for an 62 and older vehicle though.
