the radiator is plugged,how old is it?,better figure on a new core,ive seen this for years,people try everything else first,even some far out theroys,finally give up and do the radiator and WALLA!!!,its fixed
easy way to find out is drain it and look in the top with a flashlite,see any debrie in the tubes?,there is always more in the tubes you cant see,install a rad you know for sure is not plugged,even if you have to hang it on wire and duct tape for a temp test,go for a drive,it should convince you

old rad man!!
