Like any other front wheel bearing, tighten it down snug while rotating the wheel a little bit, preloading it, back it off slightly, rotate it again... should feel nice and smooth without slop, and lock it down.

There's all kinds of elaborate methods involving fish scales for drag measurements, measuring the drag in the inner seal by itself and computing the difference... but this is the way most old time mechanics do it, the way I've always done it, from Dodge Darts all the way to semi trucks, same procedure.

In most cases except for engine work, I'd never use a torque wrench. Seen more people break stuff using a torque wrench misreading or getting the wrong spec from someone... Use common sense, and feel.
