its been about 7 years since i painted the challenger, so i'm trying to remember how to deal with this on my truck before I paint anything. POR treatment with the acid? i dont think you can simply just sand it through to metal i think it needs something.....

It depends upon the extent and severity of the rust.
POR-15 is a rust converter, but it is not a rust inhibitor after it dries and I read many reports of POR-15 flaking off of surfaces that are not rusted.
Some have painted their frames with POR-15, thinking it would prevent future rusting and have been disappointed to see the POR-15 flake off in large chunks where the surface was not rusted, so it appears that POR-15 needs rust to adhere properly. Some types of POR-15 cannot be painted upon or over, without etching.
If light surface rust is removed completely and properly neutralized, it will not come back. If the rust is only partially removed, it will come back.
