I have to admit that was my exact thought also.
I am a bit late to the game on this one but I see talk about using a booster. A booster will not improve braking at all with no other upgrades to the brakes. All a booster does is require less effort to attain the same braking power. If you run out of braking power now, with a booster you will still run out of braking power only with less pedal effort.
The original brakes on my PW were really terrible and never got any better until I put an '84 1 ton rear axle in with much bigger brakes along with good lining all around. It used to be pretty easy to fade the brakes with just one hard stop even when pretty lightly loaded. That has never happened since I put this rig back on the road close to 45,000 miles ago no matter how hard I braked or how heavy I have been. Admittedly I didn't drive very many miles or try any downhill runs when I had it loaded to 10,700 lbs to test it out good.
It didn't drive very well either.
