Hey gang- first post here- pround new owner of a 1971 Dodge D100, which is quite a project- but I'm game. First issue is the engine....it runs fine- when it does.... It has new oil, plugs, wires, cap, carb rebuild (done by a PRO shop in Daytona and verified today), battery, starter, fuel pump,

The OP did't say it runs and dies after he cranking. He said it runs like crap after cranking, for as long as he holds the throttle open. Therefore, it has NOTHING to do with the ballast resistor starting bypass circuit.
When checking the voltage at the resistor with a meter, it will be exactly the same (12v) at both ends when the points are open. It will not drop to 6v until there is current flow thru the points.
