1965 D100 "w" one plug alternator and box style voltage regulator. Ok,.. The alternator tests fine. The voltage regulator is new. Here is likely the problem,.. I have zero voltage from key to the V R spade where voltage from key switch wire screws onto the V R box. So I could shag it, cha

You should have 12 volts going to the regulator from I-1 off your ignition switch, which is a red 16 awg wire. This is the run position of your ignition switch.
It is pretty much the only point or part of the circuit you can use to power the VR, otherwise you will not be able to kill power to it when you shut down the ignition circuit and it will kill your battery if powered all the time.
I suppose you could put a seperate switch somewhere to kill it vs using the ignition switch, but as mentioned if you forget to turn it off it will kill your battery for sure.
Or you could put a relay that is triggered from your ignition circuit type of deal.
