Cause you need the lip of the hole to lever against. My question would be, where the hell is the hole (or access cover) to see the lining thickness?
Usually, you stick the tool (I usually just use a flatblade screwdriver...) in pointing to the top and roll the wheel down, handle would be going opposite, from bottom to top. Any way your "frozen wheel" could be just retracted all the way?
Either way on adjusting, cause it's not always the same or you can't remebember (something that rarely happens to me... ;-), if you can hear the shoes dragging to start with, and within a few turns the wheel isn't seriously getting hard to turn, you're going the wrong way. Keeping track of your turns helps, in case you need to switch directions.
