OTC stands for... patriotism, and a trivia question.

Ottawanda Tool Company, and it won't be long before they offer some Chinese JUNK to "stay competitive"...
Two questions here;
WHO affords these "more competitive prices" when you take somebody's job away and take it to China, just for higher profits?
Do you ask for (and get) tax cuts when we're in a "time of war"? Is this Patriotic?
And now I must really digress...
The British Virgin Islands, a Caribbean paradise... home to 400,000 major corporations (really?) All 400,000 companies are located in one gray two story building on the island of Tortola. It's a tax haven... where major US corporations claim they are based, even though they do no business here, a tax dodge so you don't have to pay the US govt a dime.
Is this patriotic, does it "support out troops"?
Even though this is perfectly legal (as well despicable), it use to be that such companies were NOT allowed contracts - military contracts - with the US govt. Now they ARE.
Does anyone know when this was allowed to happen, the name of the bill that made it OK for companies to move their factories to China (Stanley Tools really jumped all over this after this bill was passed), and STILL get the contracts with the US Govt?
Of course, we're just talking small potatoes here... wasn't it just a few years ago W and pals wanted to turn our port authority over to a Dubai based company? Didn't go over, seemed like a possible Homeland Security issue/conflict of interest?
